': TUESDAY SEPTEMBER 7, 1976 Council referred to the City's administrative staff, for evaluation and report back to Council, a request filed by The Exchange Club of Martinsville (under date of August 23, 1976), seeking permission to use the former airport runway and adjacent structures in the City's Industrial Park for said club's annual Martinsville-Henry County Fair, beginning with the year 1978, petitioner noting that--after 1977--its present annual fair site at Liberty Heights Fairgrounds /- will no longer be available because of development planned for this area by The Lester Group, owner. Upon recommendation of Assistant City Manager-Public Works Director George W. Brown, as Chairman of the CBD Commission, citing the need for additional off-street parking spaces for employees of downtown business firms in implementation of the CBD Commission's parking study report, Council entered into an agreement, with Councilman Greene abstaining on the carried motion, and approved same for Mayor Fitz-Hugh's signature, with the Church Street Holding Corporation (Mr. Stafford G. Whittle, III, President) whereby said Church Street Holding Corporation will lease to the City of Martinsville, for off-street parking purposes, a tract of land (approximate size of 142' by 155') situated on the northeast corner of East Church Street and Clay Street for a five-year period beginning October 1, 1976, for the annual rental fee of $1,560.00 per year beginning October 1, 1977, payable monthly at the rate of $130.00, there being no rental fee to be charged for the first year.
