': <br /> <br />TUESDAY <br /> <br />SEPTEMBER 7, 1976 <br /> <br />Council referred to the City's administrative staff, for evaluation and report <br /> <br />back to Council, a request filed by The Exchange Club of Martinsville (under <br /> <br />date of August 23, 1976), seeking permission to use the former airport runway <br /> <br />and adjacent structures in the City's Industrial Park for said club's annual <br /> <br />Martinsville-Henry County Fair, beginning with the year 1978, petitioner noting <br /> <br />that--after 1977--its present annual fair site at Liberty Heights Fairgrounds <br /> <br />/- <br /> <br />will no longer be available because of development planned for this area by <br /> <br />The Lester Group, owner. <br /> <br />Upon recommendation of Assistant City Manager-Public Works Director George W. <br /> <br />Brown, as Chairman of the CBD Commission, citing the need for additional <br /> <br />off-street parking spaces for employees of downtown business firms in <br /> <br />implementation of the CBD Commission's parking study report, Council entered into <br /> <br />an agreement, with Councilman Greene abstaining on the carried motion, and <br /> <br />approved same for Mayor Fitz-Hugh's signature, with the Church Street Holding <br /> <br />Corporation (Mr. Stafford G. Whittle, III, President) whereby said Church Street <br /> <br />Holding Corporation will lease to the City of Martinsville, for off-street <br /> <br />parking purposes, a tract of land (approximate size of 142' by 155') situated <br /> <br />on the northeast corner of East Church Street and Clay Street for a five-year <br /> <br />period beginning October 1, 1976, for the annual rental fee of $1,560.00 per <br /> <br />year beginning October 1, 1977, payable monthly at the rate of $130.00, there <br /> <br />being no rental fee to be charged for the first year. Said agreement provided, <br /> <br />also, that same may be terminated by either party upon written notice of no <br /> <br />less than sixty (60) days as well as the stipulation that, in the event lessor <br />
