<br />..,' R <br />.1 v. <br /> <br />APRIL 27, 1976 <br /> <br />TUESDAY <br /> <br />of the quorum present at this hearing recommended Council's granting of <br /> <br />petitioner's request. There being no objections registered by any <br /> <br />citizen present, and in acceptance of the Planning Commission's <br /> <br />recommendation, by motion (duly seconded) and by an affirmative vote <br /> <br />of four to one (Councilman Fitz-Hugh voting against the motion), Council <br /> <br />approved said petition and effected the requested rezoning through its <br /> <br />adoption of the following ordinance amending the City's Zoning Map: <br /> <br />- <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this twenty-seventh <br />day of April, 1976, that the Zoning Map of the City of <br />Martinsvil1e, Virginia, be--and is hereby--amended to <br />effect and reflect a "P-2 Professional" zoning of that <br />certain property identified and/or designated as "231 <br />Starling Avenue", being Lot No. 28 situated on the <br />southeast side of Starling Avenue, as shown on map <br />prepared in May of 1910 by C. B. Bryant, Surveyor, of <br />a partition among the C. Y. Thomas Heirs subdivision. <br /> <br />Also, pursuant to a duly-advertised public notice, Council conducted jointly <br /> <br />with the Planning Commission a public hearing on an application (filed February <br /> <br />10, 1976) for a Special-Use Permit, as filed by the West Martinsville Jaycees, <br /> <br />Inc., seeking permission to be allowed to sponsor the Sells & Gray Circus on <br /> <br />May 19, 1976, at the Liberty Heights Fairgrounds. In acceptance of the <br /> <br />Planning Commission's recommendation, Council unanimously approved said <br /> <br />.-. <br /> <br />application, subject to the following conditions: <br /> <br />(1) "girlie-type" shows will not be allowed: <br />(2) money-type gambling games will not be allowed; <br />(3) applicable fire and health regulations will be complied <br />with; and <br />(4) safety measures will be coordinated with the Police <br />Department and with the City's Building Official. <br /> <br />Mayor Boaz announced that a ribbon-cutting ceremoney will be held May 1, 1976, <br /> <br />to initiate the 1976 CROP Walk fund-raising campaign. <br />
