<br />lbU <br /> <br />TUESDAY <br /> <br />APRIL 27, 1976 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, April 27, <br /> <br />1976, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br /> <br />members being present, viz., Harry L. Boaz, Mayor; William D. Hobson, <br /> <br /> <br />Vice Mayor; G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as read--the minutes of its <br /> <br />regular meeting held April 13, 1976. <br /> <br />Pursuant to duly-advertised public notice, Council conducted jointly <br /> <br />with the Planning Commission a public hearing on a petition filed with <br /> <br />Council on January 27, 1976, by Mr. & Mrs. J. Bailey Henderson, requesting <br /> <br />the rezoning from "R-6 Residential" to "P-2 Professional" that certain <br /> <br />property identified as "231 Starling Avenue". Representing the <br /> <br />petitioners was Mr. J. Bailey Henderson, who indicated that--subject to <br /> <br />the requested rezoning--the property, now a residential duplex, will be <br /> <br />sold and the new owner will make improvements thereto and will occupy same <br /> <br />as an insurance office. Mr. Henderson also stated, as was confirmed by the <br /> <br />Planning Commission, that in almost every residentially-zoned block of <br /> <br />Starling Avenue there already exists "spot" P-2 zoning and operations. <br /> <br />The Planning Commission, after deliberating this matter, reported that <br /> <br />some members have expressed some concern and reservations about approving <br /> <br />this petition but, even so, taking into consideration the apparent <br /> <br />transitional stages the properties in this area are undergoing and the <br /> <br />fact that other P-2 zoning does exist along Starling Avenue, the majority <br />
