<br />1"0' <br />L J 0 <br /> <br />TUESDAY <br /> <br />APRIL 13, 1976 <br /> <br />concerning the recently submitted bids for the construction, enlargement <br /> <br />and modification of the City's water pollution control plant and, in <br /> <br />connection therewith, reported that the consulting engineers had recommended <br /> <br />the acceptance of two alternates which had been covered in the bid documents, <br /> <br />the two alternates totaling a reduction of $50,000.00, further explaining that <br /> <br />the consulting engineers recommend that Council make a tentative award of the <br /> <br />contract to the low bidder, English Construction Company of Altavista, Virginia, <br /> <br />for the revised low bid of $2,512,000.00. It was also explained that there <br /> <br />should be approved the execution of a document known as a "Grant Offer and <br /> <br />Acceptance Agreement" required by the Federal Environmental Protection Agency <br /> <br />and the State Wade Control Board. Upon motion made by Councilman Fitz-Hugh, <br /> <br />seconded by Vice Mayor Hobson and carried on the unanimous vote of Council, <br /> <br />with Councilman Lester abstaining, Council authorized the execution of the <br /> <br />grant agreement as well as the making of a contract award to English Construction <br /> <br />Company, pursuant to the following adopted resolution, subject to the approval of <br /> <br />Federal and State agencies involved, in an aggregate sum of $2,512,000.00: <br /> <br />WHEREAS, on March 9, 1976, bids were opened by the City of <br />Martinsville, Virginia, covering the upgrading of the City's <br />Sewage Treatment Plant and to expand same and provide <br />facilities for secondary sewage treatment. <br /> <br />WHEREAS, all bids submitted were presented to City Council <br />for review during its regular meeting held March 9, 1976. <br /> <br />WHEREAS, English Construction Company of Altavista, Virginia, <br />a Virginia contractual firm, submitted the lowest bonafide <br />bid in the amount of $2,562,000 covering the work as <br />advertised and as included in the plans and specifications <br />as prepared by the City's Consulting Engineers, Wiley & <br />Wilson of Lynchburg, Virginia. <br />
