<br />-;" ~.~~ <br />..IL ~ <br /> <br />TUESDAY <br /> <br />APRIL 13, 1976 <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Martinsville, Virginia, doth hereby award a contract <br />to English Construction Company of Altavista, Virginia, for <br />the construction of the sewage treatment plant facilities as <br />described above for the amount of $2,562,000 less a $20,000 <br />deduction for the acceptance and use of hydro systems <br />clarifier equipment in lieu of the clarifier equipment <br />listed in the base bid; and less a $30,000 deduction for <br />the acc~ptance and use of Robert Shaw electrical and control <br />equipment in lieu of the electrical and control equipment <br />included in the base bid. The above equipment being listed <br />on Page BF5 of the bid form. The net contract amount covering <br />the work as outlined above included in this award being <br />$2,512,000. This award is made subject to approval by the <br />Virginia State Water Control Board and U. S. Environmental <br />Protection Agency. <br /> <br />As a part of the "A-95" Review process, through the West Piedmont Planning <br /> <br />District Commission, Council gave consideration to a developer's proposal to <br /> <br />construct a 100-unit apartment complex on what would be an extension of Garden <br /> <br />Lane, in the Chatham Heights area, on a tract of approximately 15 acres. Two <br /> <br />representatives of G. W. L. Housing Corporation, Winston Salem, North Carolina, <br /> <br />were present to provide information about the firm's developmental proposal, <br /> <br />and various questions were posed including the possible meaning of a HUD <br /> <br />request for City comment and the City Planning Commission's concern about <br /> <br />whether there is any possibility that approval of this proposed project <br /> <br />might have an adverse effect on the City's continuing efforts to secure <br /> <br />Federal "Farmers Home Administration" loan guarantees for private construction <br /> <br />of homes. It was finally decided that Council would ask the City Manager to <br /> <br />respond to the HUD letter and notify the WPPDC that Council wishes more <br /> <br />information about this proposed project before a decision as to endorsement <br /> <br />might be forthcoming. <br />
