Mr. Brown then gave <br /> <br />further background information on the method used in development of the <br /> <br />special report and provided more insight as to the way the committee had <br /> <br />proceeded with its plan preparation. Then, Police Chief F. A. Gard, Sr., <br /> <br />pointed out problems which he anticipates will be encountered in police <br /> <br />enforcement as the plan might be put into effect and urged adoption of a <br /> <br />meter-feeding ordinance and felt that a "towing ordinance" as the plan <br /> <br />proposes, would also be needed and spoke about the importance of strict <br /> <br />enforcement of these and all parking and traffic regulations. Then, <br /> <br />Mr. Douglas Frith, an attorney and member of the Commission, made <br /> <br />comments about various aspects of the suggested plan and the importance <br /> <br />of a joint venture between the CBD Commission and various others, as attempts <br /> <br />might be made to actuate the plan. Councilman Lester moved the adoption of <br /> <br />the plan, with the understanding that it would be put into effect carefully <br /> <br />and would be gradually developed during the first six months, after which <br /> <br />time the plan adaptation and implementation would be carefully reviewed. <br /> <br />This motion was seconded by Councilman Fitz-Hugh. During the ensuing <br /> <br />discussion of the motion, several private citizens made further remarks <br /> <br />incident to plan implementation and, in response, it was pointed out that <br /> <br />not all the answers are presently known and that stress is being placed on <br /> <br />the six-months trial period. The vote on the motion to adopt the plan was <br /> <br />carried unanimously, with Councilman Greene abstaining. <br /> <br />Assistant City Manager-Public Works Director Brown reviewed the situation <br /> <br />
