<br />-1' ~'~. /J <br />, I.i "::i <br /> <br />TUESDAY <br /> <br />APRIL 13, 1976 <br /> <br />are enthused about the possibilities envisioned by the plan and urged action <br /> <br />on the part of Council. Mr. Leon Globman then presented a written report <br /> <br />consisting of five type-written pages, after first pointing out that he had <br /> <br />acquired the City's first parking lot, for monthly parking, in 1944, and <br /> <br />had been involved in the providing of downtown parking facilities since that <br /> <br />time. The wide-ranging report by Mr. Globman outlined the points of the <br /> <br />Commission's report with which he disagreed as well as those which he endorsed, <br /> <br />and also made various specific recommendations for inclusion in any formal <br /> <br />parking control plan which Council might adopt. Following this presentation, <br /> <br />Mr. Benton Blackard explained that he is the lessee operator of the largest <br /> <br />parking lot, a "Park-and-Shop" facility, and endorsed the statement which <br /> <br />had just been made by Mr. Globman, further stating that he felt that putting <br /> <br />the plan in effect would "put him out of business." Then, Mr. Larry Poteat, <br /> <br />Executive Vice President of the Retail Merchants Association, endorsed the <br /> <br />report, explaining that he had participated in its preparation and urged <br /> <br />Council to take immediate action so that the public would feel that an effort <br /> <br />is being made to improve the downtown parking situation. Following these <br /> <br />remarks, Mr. Bill Wade voiced the opinion that the public does expect some <br /> <br />action and felt that the plan would not damage private parking lot operators. <br /> <br />Traffic and Planning Director Irving R. McGhee then made general comments <br /> <br />about the Commission report and expressed the view that it would be good to <br /> <br />hear more from the "parkers" and that in his opinion "free parking" is not <br /> <br />the answer and that he fears that the public will object to a restriction <br /> <br />of "meter feeding" that the plan envisions as one of its points.
