<br />1 r;' 6- <br />LU <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1976 <br /> <br />After discussing the financial report (dated January 27~ 1976) covering <br /> <br />the City's income and expenditures for the first six months of fiscal <br /> <br />1975-76~ and the projections therein, and upon recommendation and <br /> <br />motion by Councilman Greene~ duly seconded and unanimously carried~ <br /> <br />Council directed the transfer of the sum of $310~750.07 from Water <br /> <br />Fund surplus to the Sewer Bond Fund to off-set the deficit in said <br /> <br />Sewer Bond Fund incurred prior to the beginning of the current <br /> <br />up-grading of the sewage treatment plant to provide for the <br /> <br />expansion thereof and for secondary treatment. In addition, Council <br /> <br />was apprised of regulations requiring additional plant operators~ <br /> <br />resulting in increased cost upon the City, effective next year; and~ <br /> <br />a1so~ was reminded of the mandate requiring a revision of water and <br /> <br />sewer service tariffs no later than such time as the up-grading of <br /> <br />the sewage treatment plant will have been 50% comp1eted~ which will <br /> <br />probably be one year hence. <br /> <br />At the request of the Henry County-Martinsvil1e Bicentennial Commission, <br /> <br />Council authorized an additional donation of $125.00 to said Commission <br /> <br />to finance~ along with a like donation from Henry County~ on-going <br /> <br />expenses. <br /> <br />Upon inquiry of Mr. David W. Gillespie, of 1006 Va1ient Lane~ City <br /> <br />Attorney Worthy reported that the required procedures have been <br /> <br />complied with to provide for the advisory referendum at the forthcoming <br /> <br />May (1976) councilmanic election on the question of a "Dog Leash <br /> <br />Law", as authorized by Council at its meeting held October 28, 1975. <br />
