Boaz~ Mayor of the City of Martinsville, or <br />Thomas B. No1and~ its City Manager, be hereby authorized <br />to execute~ on behalf of the City of Martinsville~ the <br />required agreement of participation with the Virginia <br />Department of Highways & Transportation, for the <br />purposes hereinabove set forth. <br /> <br />Mrs. Maybelle King, Superintendent of the City's Social Services <br /> <br />Department~ presented to Council a written resume of services being <br /> <br />offered and provided by her department as well as a projection of costs <br /> <br />to be incurred by the department in all of its phases of operations <br /> <br />during the current fiscal year, which projection anticipates some <br /> <br />$46,000.00 less net cost to the City than budgeted. Mrs. King's <br /> <br />presentation also included reference to Title XX (Public Law 93-647)~ <br /> <br />which all Social Services departments have been ordered to administer, <br /> <br />thus removing general social service provisions from Title IV-A~ <br /> <br />repealing Title VI of the Social Security Act, and re-establishing <br /> <br />social services programs for children and adults. <br /> <br />An application filed by the West Martinsville Jaycees~ Inc.~ through its <br /> <br />Internal Vice President (Mr. Kermit E. Hairston), for a Special-Use <br /> <br />.- <br /> <br />Permit to allow applicant to sponsor the Sells & Gray Circus at <br /> <br />Liberty Heights Fairgrounds on May 19~ 1976~ was referred to the <br /> <br />Planning Commission for its consideration and recommendation. <br /> <br />Mr. W. K. Putney and Mr. Franklin P. Foard (the latter being the <br /> <br />Executive Director of the MARC Workshop) appeared before Council <br />
