<br />..1'0 <br />l~ <br /> <br />TUESDAY <br /> <br />DECEMBER 30, 1975 <br /> <br />,- <br /> <br />By letter dated December 17, 1975, Southwestern Virginia Gas Company, <br /> <br />pursuant to terms of its franchise granted by the City, notified City Council <br /> <br />that said gas company has filed an application with the State Corporation <br /> <br />Commission for an emergency increase in applicant's rates, to become effective <br /> <br />January 1, 1976, subject to refund if the Commission finds the rate increases <br /> <br />unjust or unreasonable. According to the gas company's tabulations, the proposed <br /> <br />new rates represent an overall increase of 6.03% over current rates. <br /> <br />,- <br /> <br />Council acknowledged receipt of a notice of an allocation or grant by the <br /> <br />Federal Environmental Protection Agency toward the cost of upgrading the City's <br /> <br />existing 4MGD sewage treatment plant (now providing primary treatment only) to <br /> <br />a 6MGD secondary treatment facility, which is estimated to cost $2,392,600.00, <br /> <br />said allocation being up to 75% of said total cost, or up to $1,794,450.00, with <br /> <br />the State Water Control Board contributing 5% of the total cost, up to $119,630.00, <br /> <br />leaving the City's net estimated cost at $478,520.00, of which ($478,520.00) it <br /> <br />is estimated--through the City's contract with the Henry County Public Service <br /> <br />Authority--that said Authority will share one-third, or $159,506.50, leaving <br /> <br />the City the sum of $319,013.50 as a net cost to underwrite. Council was reminded <br /> <br />of certain requirements and regulations the City must meet in accepting the EPA <br /> <br />allocation, some of which were set forth in resolutions adopted by Council on <br /> <br />December 10, 1974 and July 8, 1975; whereupon motion, duly seconded and unanimously <br /> <br />carried (by recorded vote), Council authorized City Manager Noland to execute, on <br /> <br />behalf of the City, a contract and/or agreement with the Environmental Protection <br /> <br />Agency and/or with the State Water Control Board indicating acceptance of the allocation(s) <br /> <br />and agreement to comply with all applicable regulations and requirements. <br />
