<br />Court and shall elect from its membership a <br />Chairman and a Vice Chairman. who shall preside <br />in the absence of the Chairman. At meetings of <br />the board the Chairman shall vote in the manner <br />of other members. The board shall elect a <br />secretary who mayor may not be a member of the <br />board; and. if not a member. then the secretary <br />shall have no vote on the board. <br /> <br />5-3 Rules of procedure; minutes; resolutions; Quorum. <br /> <br />The board shall adopt such rules of procedure and <br />regulations as it may consider necessary, consistent <br />with ordinances of the City and general laws of the <br />Commonwealth. The board shall keep minutes of its <br />proceedings in a book maintained for that purpose <br />only, showing the vote of each member upon each <br />question, or, if any me~ber is absent or fails <br />to vote. an indication of such fact. Final <br />disposition of appeals shall be by recc","ed <br />resolution indicating the reasons of the board <br />therefor. all of which shall be a public record. <br />No final action shall be taken on any matter <br />unless a quorum be present. A quorum sh3ll <br />consist of four members. <br /> <br />5-4 Appeals to board from decisions of BuildinR Official. <br /> <br />An appeal from the deci,'''".on of the Buildin~ Official <br />may be taken to the Appeals Board by any person <br />aggrieved of by any officer. department. board, or <br />agency of the City affected by such decision. <br />Such appeal shall be filed within thirty (30) days <br />with the officer from whom the appeal is taken <br />and with the Appeals Board a notice of appeal <br />specifying the grounds therefor. The officer <br />from whom the appeal is taken shall forthwith <br />transmit to the board all papers constituting <br />the record upon which tbe action appealed from <br />was taken. <br /> <br />The board sball fix a reasonable time for a public <br />hearing of an application or appeal. The hearing <br />shall be advertised by publication of a notice of <br />hearing once a week for two successive weeks in <br />a newspaper of general circulation in the city, <br />with the hearing to be held not earlier than ten days <br />after the second publication. The party making the <br />appeal to the board shall assume the expense of <br />advertisement.
