<br />Seetion 4. <br /> <br />4-1 <br /> <br />4-2 <br /> <br />Seetioll 5. <br /> <br />5-1 <br /> <br />,""'''-''-' <br /> <br />5-2 <br /> <br />Regulated land-disturbing activities <br /> <br />After the effective date of this ordinance, no <br />person shall engage in any land-disturbing <br />activity, unless specifically exempted, until <br />that person has an approved erosion and sediment <br />control plan, land-disturbing permit, and fulfills <br />all of the requirements encompassed in the <br />"Procedures for Plan Submission and Review, <br />Inspection and Enforcement" dated December 31, <br />1975, and as may be amended from time to time. <br />The format of the Erosion and Sediment Control <br />Plan, Procedures for Plan Submission and Review, <br />Inspection and Enforcement, approved standards <br />and specifications for control techniques to be <br />utilized in the preparation of the plan, a copy <br />of this ordinance and other pertinent information <br />are included in the City of Martinsv111e Erosion <br />and Sediment Control Handbook, and as may be amended <br />from time to time by City Council, which by <br />reference are adopted as part of this ordinance. <br /> <br />A land-disturbing project which was c01lDDenced prior <br />to the effective date of this ordinance shall be <br />considered completed if a period of foUr (4) <br />months has passed without any si~ificant activity. <br />Any future land-disturbing activity on this property <br />shall be subject to the provisions and regulations <br />of this ordinance. <br /> <br />Appeals Board for Erosion and Sediment Control; <br />Judicial Review <br /> <br />Establishment; composition: appointment and terms <br />of members. <br /> <br />The Appeals Board is hereby established. It shall <br />consist of five (5) members, who shall be residents <br />of the city, and who shall be appointed by the <br />Circuit or Corporation Court of the City. Members <br />of the board shall be appointed for five-year terms, <br />except that the original appointments shall be <br />made for such terms that the term of one member shall <br />expire each year. Members may be appointed to <br />succeed themselves. <br /> <br />Officers <br /> <br />Within thirty days after the c01lDDencement of a <br />term of office of the board, the board shall <br />convene at the call of the Clerk of the Circuit <br />
