2-12 Clearing: Means any activity which removes the vegetative ground cover including, but not l~ited to, the removal, root mat removal and/or topsoil removal. 2-13 Filling: Means any depositing or stockpiling of earth mater:f.:lls. 2-14 Excavating: Means any digging, scooping or other methods of removing earth materials. 2-15 Grading: Means any excavating or filling of ~arth materials 01: any combination thereof, including the land in its excavated or filled condition. 2-16 Transporting: Means any moving of earth materials from one place to another, other than such movement incidental to grading, when ~uch movement results in destroying the vegetative ground cover either by tracking or the buildup of earth materials to the extent that erosion and sedimentation will result from the B~il or earth materials over which such transporting occurs. 2-17 Land dist~rbing permit: Means a permit issued by the Bu:q~ding Official of the City of Martinsvi11e for clearing, filling, excavating, grading or transporting, or any combination thereof, on all lands except those specifically exempted by the provisioIis of t:lis or(r.inance. 2-18 Martinsvi1le City Code: Means the Code of the City of Martinsvil1e, Virginia, 1971. 2-19 Appeals Board for Erosion and Sediment Controls: Means the body which will have responsibility to accept, review and consider any appeal of the :uilding Official's decisions under this ordinance. The composition, rules and powers of the Appeals Board shall be as detailed in this ordinance. Sect!ou-3. Local Erosion and Sediment Cont~l ~rQgram 3-1 This ordinance, the "Guidelines for Erosion and Sediment Control Planning", the "Guidelines for Erosion and Sediment Control Plans", and the t~rocedures for Plan Submission and Review, Inspection, and Enforcement" are integral parts of the City of Martinsville's Erosion and Sediment Control Program and are included in the City of Martinsville's Erosion and Sediment Control Handbook.
