<br />10 <br /> <br />TUESDAY <br /> <br />OCTOBER 14, 1975 <br /> <br />Upon recommendation of City Manager Noland, referring to recent action by the <br /> <br />Virginia Municipal League, Council took no action on a prior-submitted proposal <br /> <br />by the League office pertaining to the suggested establishing by the Governor of <br /> <br />Virginia of an Urban Development Policy Study (Local Government Study Commission). <br /> <br />,-- <br /> <br />In connection with the formation of an Area Agency on Aging, Council directed <br /> <br />City Manager Noland to present to Council--for Council's consideration--suggested <br /> <br />nominees for appointment of one by Council as the City's representative on said <br /> <br />Agency. <br /> <br />Council placed on first reading a proposed Erosion & Sediment Control Ordinance <br /> <br />and, after making two minor changes in the wording of same, called for a <br /> <br />duly-advertised public hearing to be conducted by Council on said proposed <br /> <br />ordinance at its forthcoming November 11th meeting or, if said November 11th is <br /> <br />observed by Council as a legal holiday, at Council's forthcoming November 25th <br /> <br />meeting. <br /> <br />Following a presentation by Mr. Tom Duvall of the Virginia Housing & Development <br /> <br />Authority on various aspects of the Federal Housing & Assistance Payments Program <br /> <br />(Existing Housing), i.e., a rental assistance subsidy program with direct payments <br /> <br />to landlords for those tenants who qualify, with some $230,000.00 being allocated <br /> <br />to Martinsville for the first year of a five-year program, with the requirement <br /> <br />that a local administrative entity be established or designated, and with the <br /> <br />anticipated nominal expenses of such administrative agency being financed by the <br /> <br />Federal Government ("HUDrr), upon motion by Councilman Greene, seconded by <br /> <br />'" <br />
