Councilman Lester pointed out <br /> <br />that, while Mr. Charles Barnes (of Wiley & Wilson) was project director for the <br /> <br />Martinsville 1995 Land-Use Plan, Mr. Barnes was also project director for a <br /> <br />total of fifteen such studies and projects and, therefore, in such projects the <br /> <br />consulting engineer and/or project director essentially is guided by local input <br /> <br />as to the locality's needs and, consequently, the developed plan reflects <br /> <br />such local input. In addition, Councilman Lester stated that local planning <br /> <br />and zoning agencies, consisting necessarily of lay citizens, occasionally <br /> <br />must seek expert advice and the actions of such agencies reflect their best <br /> <br />sound judgment, even as to up-dating and modifying plans necessary to <br /> <br />accommodate commercial and industrial growth and expansion in directions <br /> <br />not always anticipated in the preparation of such plans. Councilman Lester, <br /> <br />noting that he was a member of the City's Planning Commission for twelve years <br /> <br />prior to his becoming a member of City Council, commended the Commission <br /> <br />members for their dedication of interest, time and efforts, pointing out that <br /> <br />the case currently before City Council is complex and difficult, aside from <br /> <br />the unfortunate fact that emotions and personalities have entered into it; <br /> <br />nevertheless, the Commission in its best judgment having recommended that <br /> <br />the rezoning request be granted, Councilman Lester indicated that he would vote <br /> <br />to accept the Commission's recommendation and, thereupon offered a motion that <br /> <br />Council accept the Commissions' recommendation and effect the requested rezoning. <br /> <br />There being no second to this motion, and after comments by Mayor Boaz as to his <br /> <br />recent attempt to make available to the Planning Commission all evidence presented <br /> <br />to the Council, City Attorney Worthy advised the Council, in response to an <br /> <br />inquiry, that--in zoning matters--the lack of affirmative action on Council's part, <br />
