<br />Council unanimously granted permission to the Epsilon Chi Chapter of the
<br />
<br />Beta Sigma Phi Sorority to conduct a bingo game or bingo games at the
<br />
<br />National Guard Armory on November 1, 1975, between the hours from 8:00 A.M.
<br />
<br />to 8:00 P.M.
<br />
<br />Council also unanimously reappointed Messrs. Irving M. Groves, Jr., and
<br />
<br />Victor A. Lester to membership on the City's Industrial Development Authority
<br />
<br />for four-year terms beginning September 26, 1975.
<br />
<br />Council acknowledged comments by City Manager Noland on the forthcoming 1975
<br />
<br />Virginia Municipal League Convention to be held in Hampton, Virginia (September 21st
<br />
<br />to 23rd) and, because of its conflict with Council's scheduled second meeting
<br />
<br />in the month of September, voted to omit and/or forego said scheduled second
<br />
<br />meeting. Council also deferred for consideration, until after the conclusion
<br />
<br />of the VML meeting, a suggested resolution which, if adopted, would express
<br />
<br />concurrence with a movement to establish an Urban Development Policy Study to
<br />
<br />be appointed by the Governor of Virginia.

<br />Council referred to the Planning Commission a request filed by Community
<br />
<br />Methods, Inc., of Virginia Beach, Virginia, through Mr. Irvin W. Cubine,
<br />
<br />Attorney at Law, seeking the reissuance of a Special-Use Permit, first
<br />
<br />issued August 22, 1972 and since expired, to allow for the construction of an
<br />
<br />apartment complex on Spruce Street.
