McGhee, City Traffic & Planning <br /> <br />Director. <br /> <br />f' <br /> <br />City Manager Noland informed Council that, with Council's consent, a special <br /> <br />meeting of the Council should be held within the near future to begin its <br /> <br />consideration of the proposed 1975-76 City Budget. Council authorized such <br /> <br />a meeting to be conducted, pending the scheduling thereof by the City <br /> <br />Manager. <br /> <br />Council was informed that the State Corporation Commission has granted an <br /> <br />increase in rate tariffs of the Appalachian Power Company applicable to <br /> <br />Appalachian's electric retail customers, the details of said increase and the <br /> <br />revised tariffs being not yet available. <br /> <br />Mr. Robert N. Crockett, of 1007 Mountain Road, appeared before Council and <br /> <br />expressed his opposition to (1) the regional library concept, (2) the <br /> <br />operating of a dog pound jointly by the City and the County of Henry, if such <br />
