Sims, a resident of Cascade, Virginia, appeared before

Council and contended that meetings of the Regional Library Board should

be open to the public under the Virginia "Freedom of Information" Act,

especially to enable interested citizens to attend and offer comments and

suggestions.

Upon motion, duly seconded and unanimously carried, Council convened into

an Executive Session for the purposes of (1) considering the appointment of

a CPA firm to audit the City's records for the fiscal year ending June 30,

1975, and (2) to consider litigation of interest to the City now pending

before the United States Supreme Court. Following said Executive Session,

Council reconvened into regular session and (1) appointed the CPA firm of

Ford, Hogg & Cobbe to conduct audits of the City's financial records for

the fiscal years ending June 30, 1975, June 30, 1976, and June 30, 1977;

and (2) authorized an expenditure or contribution of $100.00 to the National

League of Cities, through the Virginia Municipal League, toward the cost

of legal and other expenses in representing the position of local governments

as to the application of the Fair Labor Standards Act to local governments,

now being contested by local governments before the United States Supreme

Court, against which application a temporary injunction has been obtained.

Council was adjourned.

2GSl~~'\ ~ ~~y-->
W.
