That the established Board of Appeals be and is hereby designated <br />to serve as the appellate body required by Section F-l04.0 of the <br />Fire Prevention Code; and <br />2. That the members of the Board of Appeals and all appropriate <br />administrative officials of the City be advised by the Council's <br />Clerk of the additional jurisdiction being delegated and ascribed <br />herein. <br /> <br />In accordance with Section 2.1-344(6) of the CODE OF VIRGINIA (1950, and as amended), <br /> <br />and upon motion--duly seconded and unanimously carried and by a recorded vote--Council <br /> <br />convened into an Executive Session to be briefed by legal counsel (including Mr. Patrick <br /> <br />Arey, of McGuire, Woods & Battle, Attorneys at Law and bond counsel to the City) on <br /> <br />proposed amendments to the City's Charter. Upon reconvening into regular session, upon <br /> <br />motion-duly seconded and unanimously carried--Council called for a public hearing to be <br /> <br />conducted by Council at its forthcoming January 13th meeting on said proposed amendments and <br /> <br />on the question of requesting the 1981 Virginia General Assembly to amend the City's Charter <br /> <br />accordingly. <br /> <br />Upon nomination by Vice Mayor Cole, and there being no other nominations, Council unanimously <br /> <br />appointed Mr. John Mitchell, Jr., (of 1106 A Street) to membership on the City's Transportation <br /> <br />Safety Commission for a term beginning January 1, 1981. <br /> <br />City Manager Edmonds presented the following staff reports, with Council's actions thereon <br /> <br />as follows: <br /> <br />A. Financing of Interim Improvements and Enlargement of City's <br />Wastewater Treatment Plant. <br /> <br />INTRODUCTION <br /> <br />With City Council acceptance of the Wiley & Wilson proposal for <br />design of interim improvements and ultimate expansion of the treatment <br />plant to a capacity of 12 MGD, we are facing some heavy capital <br />requirements for sewer system purposes. <br />
