That foot access to Picnic Area #2 be improved by construction <br />of steps and paths. <br />Miscellaneous Recommendations <br />To respond to several current or anticipated problems at the Reservoir, <br />the Committee recommends: <br />1. That title be gained by the City to the ten-acre tract previously <br />described. <br />2. That a permanent and protected bulletin board be erected for the <br />posting of rules and announcements to Reservoir visitors. <br />3. That the Lake Warden wear a uniform to enhance his authority. <br />4. That negotiations be entered with the owner to prevent the <br />continued use of the property near the Reservoir as a shooting <br />range. <br />S. That picnic grills be better secured and that boat owners be <br />cautioned against leaving motors on their boats, to avoid theft. <br /> <br />In addition, the Committee recommended that the prohibition against canoeing at the <br /> <br />reservoir be continued because, in the opinion of the committee, canoes are inherently <br /> <br />not as stable as other small boats, that canoeing instruction is limited and perhaps non- <br /> <br />existent in the Martinsville area, and (that) to permit canoes on the reservoir impoundment <br /> <br />would increase the danger of accidents and/or drownings as well as increase the responsibility <br /> <br />of the Lake Warden and the potential liability upon the City. Implementation of the Committee's <br /> <br />recommendations on improvements at the reservoir (with suggested possible funding sources, in <br /> <br />addition to the City, being various civic clubs, the County of Henry, and the Virginia Commission <br /> <br />on Outdoor Recreation) was estimated to cost as follows: <br /> <br />Item <br /> <br />Estimated <br />Cost <br /> <br />High <br />Priority <br /> <br />Low <br />Priority <br /> <br />1.
