<br />- ,~ 'J <br />;. ~ 1: J <br /> <br />TUESDAY <br /> <br />DECEMBER 23, 1980 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, December 23, 1980, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held December 9, 1980. <br /> <br />Under date of December 23, 1980, the recently-appointed Ad Hoc Citizens Study Committee on <br /> <br />recreational usages of, and other matters pertaining to, the City's Water Reservoir, presented <br /> <br />its report and findings, including the following recommendations for corrective action: <br /> <br />Access and Traffic Control <br />The Committee feels that improvements to the access road and to other roads <br />and parking areas are important if the recreation potential of the Reservoir <br />is to be realized. It is recommended, therefore: <br />I. That the access road be paved and improved to that standard whereby <br />the former dedication would be accepted by the County and State for <br />all maintenance and enforcement purposes. <br />2. That certain of the roads and public parking areas on Reservoir <br />property be hard-surfaced to permit all-weather use. (See Item <br />I a-e). <br />Recreation Facilities and Fishing <br />The Committee feels that the primary recreation potential of the <br />Reservoir is fishing-related, although general picnicking facilities <br />should be maintained and expanded. It is recommended, therefore: <br />I. That an updated study of the fish stock in the Reservoir be <br />requested by the State Commission of Game and Inland Fisheries, and <br />that recommended fish management measures be undertaken at once <br />to generally improve fishing success. (See Appendix C for report <br />from previous study). <br />2. That a concrete boat ramp be constructed and the boat launching <br />area generally improved to the extent possible with funds available <br />in the City's current budget. <br />3. That the boat dock be extended, that the walkways be repaired <br />as required, and that any private additions or modifications <br />to the dock in the future be prohibited. That a separate dock <br />for the Lake Warden's boat be constructed near his cabin. <br />4. That a 12' wide fishing pier be extended 75' into the Reservoir, <br />to facilitate deep water fishing by persons without boats and <br />to accommodate handicapped fisherman. <br />s. That a new shelter and restroom facilities be constructed at <br />Picnic Area HI. <br />
