<br />~, /"1 <br />- J '::t <br /> <br />TUESDAY <br /> <br />NOVEMBER 25, 1980 <br /> <br />Program as it has been conducted since January I, 1978, in the City of Martinsville under <br /> <br />the City's sponsorship as well as the expansion thereof into Henry County and into <br /> <br />Patrick County. In this review Mrs. Gay pointed out that the State Department of Welfare, <br /> <br />under whose jurisdiction such programs now fall, has determined that all income eligible <br /> <br />persons, including tenants in rental properties, must be served by the Weatherization <br /> <br />Program, whereas heretofore--under the guidelines initially established by City Council <br /> <br />for residents of the City of Martinsville--the program has been limited to home-owner <br /> <br />handicapped and/or elderly persons within the prescribed income levels, although Mrs. Gay <br /> <br />stated that the rental property question is a local option matter. After some discussion, <br /> <br />and upon motion--duly seconded and unanimously*carried--Council reaffirmed its previously- <br /> <br />established eligibility guidelines for the conduct of the Weatherization Program within <br /> <br />the City of Martinsville and, furthermore, directed that this program be terminated within <br /> <br />the City upon the completion of the processing (under the City's guidelines) of the <br /> <br />applications now on file from Martinsville citizens, which applications reportedly <br /> <br />number approximately twenty-five (25). <br /> <br />In connection with a proposed ordinance (on second reading) to regulate in-City dealers <br /> <br />in precious metals and jewels, Dr. Mervyn R. King, Anesthesiologist and a dealer in gold <br /> <br />and silver in Martinsville as well as in Henry County and in the City of Roanoke, strongly <br /> <br />recommended that the proposed ordinance, when adopted, require dealers to record every <br /> <br />purchase and every sale of such objects, otherwise the ordinance will have little force <br /> <br />and effect, particularly for law enforcement authorities. Attorney Ebb H. Williams, III, <br /> <br />as counsel for Mr. Jack Shaw (operator-owner of Jack's Coin & Specialty Shop, in Martinsville), <br /> <br />protested such a requirement insofar as it might pertain to Mr. Shaw's business firm, <br /> <br />described as the only permanent dealer of such objects within the City, on the premise that <br /> <br />such a requirement would be unduly burdensome upon his client and would serve no good purpose. <br /> <br />After some discussion, and upon motion, duly seconded, and upon a vote of four-to-one (Mayor <br /> <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br /> <br />* The vote was four-to-one, Mayor Greene being recorded as voting against the motion. <br />See Council action on this matter on page 478, minutes of 12-09-80. <br />
