'~_ <br /> <br />OCTOBER 14, 1980 <br /> <br />TUESDAY <br /> <br />before Council on this matter to reiterate the points made by Mr. Shaw in his <br /> <br />September 30th letter to Council. <br /> <br />Council unanimously approved the proposed By-Laws of the Martinsville Transportation <br /> <br />Safety Commission, as presented through Mr. J. Ronald Ferrill, Chairman, which <br /> <br />commission was originally established by Council on August 27, 1968, as the <br /> <br />Martinsville Highway Safety Commission. <br /> <br />Council unanimously adopted the following resolution authorizing and directing <br /> <br />the City Manager to refer all requests for property rezoning and all applications for <br /> <br />special-use permits, as well as related matters, directly to the Planning Commission: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session held on October 14, 1980, that <br />the City Manager of the City of Martinsville be, and he hereby <br />is, authorized and directed to refer all requests for rezoning <br />and for special-use permits, as well as any other matters which <br />might require changes in the City's Zoning Ordinance or Zoning <br />Map, to the Planning Commission, without the necessity of first <br />placing such items on Council's agenda for referral by Council <br />to the Planning Commission. <br /> <br />In resuming from its September 23rd meeting its discussion and consideration of the <br /> <br />dangerous drainage-erosion condition existing off Chatham Heights, near Blankenship <br /> <br />Street, Council received and accepted a report from City Attorney Worthy, including <br /> <br />the City Attorney's recommendation therein that the City proceed to correct the <br /> <br />drainage condition to prevent further erosion, with the cooperation of adjoining <br /> <br />property owners from whom easements must be obtained; and, too, that the City <br /> <br />replace the dirt washed away from the area in question as well as attempt to recover <br /> <br />some of the costs thereof from the State Department of Highways & Transportation, <br /> <br />inasmuch as the erosion problem developed from the diverting of a natural flow of <br /> <br />water during the reconstruction by that agency of Chatham Road in 1962, coupled <br /> <br />with the subsequent extending by someone unknown of the drain pipe installed under <br />
