<br />_ ~f <br /> <br />TUESDAY <br /> <br />OCTOBER 14, 1980 <br /> <br />- <br /> <br />Mr. Pannill presented a copy of plat or map, as recorded in Map Book No.3, Page 1, <br /> <br />in the Henry County Circuit Court Clerk's office, on which areas (such as those <br /> <br />proposed to be reclassified) were designated as "Park" or "park land" by Lanier <br /> <br />Farm, Inc., a designation Mr. Pannill and other individual property owners, who purchased <br /> <br />their residential sites in Druid Hills and Forest Park from Lanier Farm, Inc., have <br /> <br />interpreted as Lanier Farm's promise that such areas will remain parks or park-lands. <br /> <br />Furthermore, Mr. Pannill suggested that these areas be classified as "Open Space Temporary" <br /> <br />in order that various individual property owners will be afforded a public forum before <br /> <br />development takes place. Meanwhile, Council was informed that Mr. and Mrs. George E. <br /> <br />Morris, Jr., (of 1002 Cherokee Court) and Mr. Jerry Rosenbaum (of 1131 Cherokee Trail), <br /> <br />who could not be present at this meeting, desire that the record reflect their opposition <br /> <br />to the Planning Commission's recommendations in this matter. As to the reference <br /> <br />hereinbefore by Mr. Pannill to Lanier Farm's "Park" designation and Lanier Farm's implied <br /> <br />promise that such designation will remain unchanged, Council determined that any dispute <br /> <br />over such designations is outside of Council's jurisdiction and, therefore, rests between <br /> <br />the property owners and Lanier Farm, Inc., with Council noting with appreciation the fact <br /> <br />that, through the cooperative efforts of Lanier Farm, Inc., some questions on this point <br /> <br />have been resolved with a number of individual property owners. After some discussion <br /> <br />among members of Council, upon motion (duly seconded and unanimously carried), Council <br /> <br />accepted the Planning Commission's report and recommendations and amended the City's <br /> <br />Comprehensive Plan and Land Use Map in accordance therewith. <br /> <br />Upon motion, duly seconded and unanimously carried, Council deferred action on a <br /> <br />proposed ordinance which would regulate the business activities of itinerant dealers <br /> <br />in precious metals and jewels, pending the re-writing of said proposed ordinance to <br /> <br />include suggestions made by Police Chief Terry L. Roop as well as to impose no undue <br /> <br />restrictions on the only permanent resident dealer of such objects in the City, viz., <br /> <br />Jack's Coin & Specialty Shop (625 Memorial Boulevard), owned and operated by Mr. Jack <br /> <br />Shaw who--with legal counsel, Mr. Ebb H. Williams, III, Attorney at Law--appeared <br />
