<br />/" I'WlI <br /> <br />,'" \ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 23, 1980 <br /> <br />Council concurred in Councilman West's suggestion that the City's administrative staff <br /> <br />study legal redress possibilities in the matter of a dangerous erosion condition in an <br /> <br />area between Chatham Heights Road and Blankenship Street as well as take such temporary <br /> <br />measures as deemed necessary to forewarn the public of this danger, should anyone venture <br /> <br />into the area. It was pointed out that, apparently, the condition developed in recent <br /> <br />years by the extending of a drainage pipe and diverting the flow of water by a person or <br /> <br />persons unknown, in conflict with the drainage design installed by the Virginia Department <br /> <br />of Highways during the 1962 Routes 57-58 reconstruction. In connection with this matter <br /> <br />and related flooding-drainage problems, some of which were brought to Council's attention <br /> <br />following unusually heavy rains in September of 1979, Councilman Reed noted that these <br /> <br />problems are widespread throughout the City and, in his opinion, the City has some <br /> <br />responsibility toward alleviating these conditions. <br /> <br />Mr. Allen Blitz and his wife, Mrs. Dori Blitz, of ll4 Emmett Street, appeared before <br /> <br />Council and protested the alleged harassment and discriminatory treatment of Mr. and Mrs. <br /> <br />Blitz and other members and supporters of the Communist Workers Party by members of the City's <br /> <br />Police Department and purportedly by members of the (Ku Klux) Klan on several recent occasions. <br /> <br />Mr. and Mrs. Blitz were advised of their legal remedies and procedures, should they care to <br /> <br />pursue them, before bringing such matters to Council's attention. <br /> <br />Upon motion, duly seconded and unanimously carried, and in anticipation of a report from <br /> <br />the Planning Commission, Council called for a duly-advertised public hearing to be <br /> <br />conducted by Council at its forthcoming October 14th meeting on a proposal to classify as <br /> <br />"Low Density", "Low Medium Density", and/or "Private Open Space" certain tracts of land <br /> <br />situated in the Druid Hills-Forest Park areas and principally owned by Lanier Farm, Inc., <br /> <br />and/or The Whittle Family Trust. <br />
