Appropriated the sum of $7,950.00 for the purchase of <br />new street-name signs, $4,200.00 of which from General <br />Fund surplus and $3,750.00 from a State-Federal grant; <br />and <br /> <br />D. Appropriated the sum of $6,000.00 to finance the cost <br />of an energy conservation study of the Municipal Building <br />and nearby Fire Station, this amount being from General <br />Fund surplus ($4,500.00 of which was received in fiscal <br />1979-80 from the Federal Government, with a portion of <br />this grant to be refunded to reflect a reduced grant of <br />$3,175.00 and the City's net cost at $2,825.00). <br /> <br />City Manager Edmonds informed Council that, as a result of a recent conference with <br /> <br />officials of the Virginia Department of Health, the operating permit issued by this <br /> <br />agency for the City's water treatment plant can now be interpreted as allowing a <br /> <br />maximum treatment of 6,000,000 gallons per day on a monthly average rather than, as <br /> <br />heretofore interpreted, a maximum of 6,000,000 gallons on anyone day. Meanwhile, <br /> <br />City Manager Edmonds reported, this agency is seeking a limitation on the drawdown <br /> <br />of the City's Beaver Creek Water Impounding Reservoir and, too, wants assurance that <br /> <br />the City is making efforts toward obtaining additional raw water supplies. <br /> <br />City Manager Edmonds also reported that problems evoking the State Water Control <br /> <br />Board's special order of August 5, 1980, and pertaining to sewage overflows in the <br /> <br />Jones Creek area, have been resolved. <br /> <br />At City Manager Edmonds' suggestion, concurred in by City Attorney Worthy as to <br /> <br />legality, Council unanimously authorized the City Manager to forward property rezoning <br /> <br />petitions, as received, directly to the City's Planning Commission in order to expedite <br /> <br />the processing of such petitions which, heretofore, have awaited Council's referral. <br />
