- J'! ~"I TUESDAY SEPTEMBER 23, 1980 WHEREAS City Council desires to designate as the official authorized to issue bingo of Martinsville; now therefore, the City Manager permits in the City BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session held on September 23, 1980, that the City Manager be, and he hereby is, authorized and directed to issue bingo permits to qualified organizations in the City of Martinsville in accordance with the provisions of Article 1.1, Chapter 8 of Title 18.2 of the 1950 Code of Virginia, as amended. With Councilman West abstaining and with all other members of Council voting affirmatively on a motion, duly seconded, Council accepted a proposal negotiated with the Piedmont Trust Bank for the servicing of loans made by the City under the City's approved Housing Rehabilitation Program. Upon motion, duly seconded and unanimously carried, Council accepted the proposal (dated August 20, 1980) submitted by Piedmont Trust Bank for the lease-purchase financing of the City's computerized data processing system, including software and auxiliary equipment, in the net amount (the City having paid a deposit or made a "down-payment" of $23,199.30) of approximately $122,500.00, for which net amount, pursuant to option No. 1 accepted by Council, the City will make monthly payments of $2,484.00 for a period of sixty months, at the end of which sixty months title to the equipment will automatically pass to the City. Council unanimously amended the City's 1980-81 budget, as follows: A. Appropriated to the development of a "mini-park" in the southside area $5,400.00 donated by The Exchange Club of Martinsvi1le (on September 9, 1980) for this purpose; B. Appropriated to landscaping improvements (around the City's Municipal Building) the sum of $319.82 recently donated by Councilman Reed from his councilmanic campaign treasury;
