I..J <br /> <br />TUESDAY <br /> <br />SEPTEMBER 23, 1980 <br /> <br />and intermittent, stated that the citizens he represents will not be satisfied until <br /> <br />these odors have been completely and permanently eliminated and, until this has been <br /> <br />accomplished, will resist the proposed enlargement of the City's sewage treatment <br /> <br />plant. As to the most recent occurrences of offensive odors, Mr. E. R. Hall (of 1605 <br /> <br />Mulberry Road) informed Council that there were incidents on the nights of September <br /> <br />20th-21st; whereas, Mr. J. E. Hill (of l714 Mulberry Road) noted that the last <br /> <br />occurrence of which he had knowledge occurred on September 15th, at which time he <br /> <br />registered a complaint with City Manager Edmonds, to whom Mr. Hill expressed appreciation <br /> <br />for Mr. Edmonds' quick and able response. Councilman Oakes suggested that consideration <br /> <br />be given to the possibility of establishing regulations requiring pre-treatment of industrial <br /> <br />wastes. <br /> <br />At the suggestion of City Manager Edmonds, Council unanimously authorized the establishing <br /> <br />of an ad hoc citizens committee to study and make recommendations toward the updating of <br /> <br />the City's regulations governing the public use of the City's Beaver Creek Water Impounding <br /> <br />Reservoir facility, with special emphasis to be given to the recent request that canoeing <br /> <br />be allowed at the reservoir. Subsequently, in a duly-convened Executive Session, Council <br /> <br />gave consideration to the naming of the members of such a committee, but, in reconvened <br /> <br />regular session, carried this matter forward. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution authorizing the City Manager to issue bingo games in accordance with applicable <br /> <br />statutes: <br /> <br />WHEREAS Section 18.2-340.3 of the 1950 Code of Virginia, as <br />amended, authorizes local governing bodies to issue bingo <br />permits to qualified organizations, or to designate an <br />official to issue said permits; and, <br />
