<br />.. t{" <br /> <br />TUESDAY <br /> <br />SEPTEMBER 9, 1980 <br /> <br />-, <br /> <br />WHEREAS, the City of Martinsville is desirous of rece1v1ng as much benefit <br />as possible from the construction of these projects at the earliest possible <br />date; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 9th day of September, 1980, that said Council <br />hereby requests the Virginia Department of Highways and Transportation to <br />accelerate the construction of the above described projects (Spruce Street <br />and Mulberry Street Extension) through a redesign of said projects or the <br />construction of said projects in stages in order that vital segments of <br />these projects can be made functional at the earliest possible date; and, <br />furthermore, that it hereby requests that the present allocation of funds <br />for these projects be used as soon as feasible to implement segments of both <br />projects to avoid further adverse effects upon these allocations by inflation. <br /> <br />Meanwhile, Council acknowledged receipt of communications from Mr. David L. Stone (of <br /> <br />Route 8, Box 467, Martinsville, Virginia, off Spruce Street and outside of the City) <br /> <br />and from Mr. Ronald A. Brugge, of 1911 Dundee Lane (within the City), expressing their <br /> <br />interest in, or concerns with, the proposed Spruce Street project. <br /> <br />Mr. John D. Hodges, of 1800 Mulberry Road, reported to Council that, following a <br /> <br />recent respite, offensive odors purportedly from the City's Sewage Treatment Plant <br /> <br />(Water Pollution Control Plant) have been noted by citizens not only in his immediate <br /> <br />area but outside this area during the past week. Members of Council, along with members <br /> <br />of the City's administrative staff, indicated that they have received similar complaints <br /> <br />from citizens during this period; and, the staff, after investigating this matter and in <br /> <br />consultation with a representative of the Henry County Public Service Authority, have <br /> <br />concluded that the failure of one of the PSA's aerators in the Bassett-Walker Knitting <br /> <br />Company lagoon (operated by the PSA) is the cause of the problem and that this aerator <br /> <br />will be replaced or put back in operation immediately. Vice-Mayor Cole, nevertheless, <br /> <br />noted that during his on-site visit to the City's Sewage Treatment Plant, following the <br /> <br />receipt of complaints, offensive odors were emanating from this plant. <br /> <br />Upon inquiry, Mrs. Ludean Quillen, of 724 Oneida Street, was informed that information <br /> <br />would soon be available as to how she (or her sister) might participate in the City's <br />
