<br />,., "', '",')) <br />\J' C) <br /> <br />TUESDAY <br /> <br />SEPTEMBER 9, 1980 <br /> <br />Council also unanimously adopted the following resolution, copies of which <br /> <br />are to be forwarded to officials of the State's Department of Highways and <br /> <br />Transportation, urging this State agency to accelerate the proposed <br /> <br />construction of the Spruce Street and Mulberry Road Extension projects: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, during <br />a regular meeting assembled July 13, 1976, adopted a resolution requesting <br />the Virginia Department of Highways and Transportation to establish a <br />project within the corporate limits of the City of Martinsville, Virginia, <br />to construct, reconstruct and/or relocate that section of Spruce Street <br />from a point near Prospect Hill Drive to the east corporate limits near <br />Mulberry Creek, Project No. 0650-120-101, PE-101, RW-201; and, <br /> <br />WHEREAS, said project was programmed by the Virginia Department of <br />Highways and Transportation with $600,000 having been allocated to that <br />portion of said project situated within the City's corporate limits <br />through fiscal year 1981; and, <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, in regular <br />meeting assembled June 13, 1978, adopted a resolution requesting the <br />Virginia Department of Highways and Transportation to establish a <br />project within the corporate limits of the City of Martinsville to <br />construct and/or reconstruct Brown Street and Brown Street Extension <br />from Ellsworth Street to West Church Street at its intersection with <br />Market Street, including Ellsworth and Bridge Street connections as <br />described in said resolution, Project No. UOOO-120-103, PE-101, RW-201, <br />C-501 (Mulberry Street Extension); and, <br /> <br />WHEREAS, said project has been programmed by the Virginia Department <br />of Highways and Transportation with $800,000 having been allocated to <br />said project through fiscal year 1981; and, <br /> <br />WHEREAS, the City of Martinsville has agreed to pay its share of the cost <br />of said projects; and, <br /> <br />WHEREAS, considerable time has elapsed since the submission of these <br />resolutions by the City of Martinsville requesting projects herein <br />described; and, <br /> <br />WHEREAS, the City has been advised by the Virginia Department of Highways <br />and Transportation by letter dated August 25, 1980, that because of lack <br />of funds and rising costs due to inflation the Spruce Street project <br />(065-120-101, PE-101, RW-201) has been rescheduled for construction in <br />1986, and the Mulberry Street Extension project (UOOO-120-103, PE-101, <br />RW-201, C-501) has been rescheduled for construction in 1984, and, <br /> <br />WHEREAS, the City considers these projects to be vital segments of the <br />Thoroughfare plan and are important to the overall development and <br />growth of the City; and, <br />
