'./ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 9, 1980 <br /> <br />- <br /> <br />to the City's regulations governing the usage of the City's Beaver Creek Reservoir <br /> <br />whereby "canoening" will be permitted on the water impoundment thereof. Meanwhile, <br /> <br />members of Council suggested that the original committee which developed these <br /> <br />regulations be re-activated for the purpose of reviewing the regulations for up-date <br /> <br />recommendations and, meanwhile, as Vice-Mayor Cole urged, that consideration be given <br /> <br />by the City's administration toward improving and further developing the reservoir <br /> <br />area. <br /> <br />-- <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted (on second <br /> <br />reading) the following ordinance providing for the semi-annual collection and payment <br /> <br />of City real estate taxes: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, has heretofore <br />provided for payment of annual taxes on real estate; but, <br /> <br />WHEREAS, said authorization was never put in the form of an ordinance; and, <br /> <br />WHEREAS, Section 58-847 of the 1950 Code of Virginia~ as amended, provides <br />that said Council may provide by ordinance for the payment of said taxes in <br />installments and may provide by ordinance penalties for failure to pay said <br />taxes on time, and may provide for payment of interest on delinquent taxes; <br />now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session held on September 9, 1980, that taxes on real estate shall <br />be paid in equal installments, and that the first installment consisting of <br />one-half of the levied tax shall become due and payable on December 5 of <br />each tax year and that the second installment consisting of one-half of the <br />levied tax shall become due and payable on June 5, of said tax year; and, <br /> <br />BE IT FURTHER ORDAINED that the penalty for failing to pay any such install- <br />ment on time shall be five (5) percent of the tax past due; and, <br /> <br />BE IT FURTHER ORDAINED that any such penalty shall be assessed on the day <br />after any such installment is due and that any such penalty when so assessed <br />shall become a part of the tax; and, <br /> <br />BE IT FURTHER ORDAINED that interest shall be paid on delinquent taxes at the <br />rate of six (6) percent per annun, said interest to commence on the first day <br />of the month following the month in which any such installment was due. <br />
