<br />{~ 12 <br />,,-_..J <br /> <br />TUESDAY <br /> <br />AUGUST 26, 1980 <br /> <br />existing housing supply until we can be assured that our <br />numbers for new construction are reliable. <br /> <br />In conclusion, I do not think we should amend the goals for <br />Housing Assistance to lower-income households at this time, <br />and that we should inform HUD that the application is <br />inconsistent with the City's Local Housing Assistance Plan <br />as approved by HUD. <br /> <br />Under date of August 20, 1980, the CBD Commission reported that it is in accord <br /> <br />with City Manager Edmonds' proposal and recommendations (dated August 12, 1980) <br /> <br />concerning the administration of the CBD-DBA employee parking permits and that the <br /> <br />1976 Central Business District Parking Study Report & Recommendations be amended <br /> <br />accordingly; whereupon Council unanimously approved City Manager Edmonds' proposal <br /> <br />and recommendations as well as the amending of said Parking Study Report & <br /> <br />Recommendations. <br /> <br />After hearing from several local constitutional officers of their desire to continue <br /> <br />to be included in the City's Employee Service Award Program, Council indicated that <br /> <br />the Award Program should continue to include these officers and their employees, as <br /> <br />in the past, as well as other personnel the program has heretofore included for <br /> <br />recognition, with City Manager Edmonds, at some appropriate time in the future, to <br /> <br />give consideration toward a satisfactory arrangement by which the proportionate <br /> <br />costs might be underwritten. In addition, Council unanimously adopted revised <br /> <br />policies and procedures for this program, as recommended by City Manager Edmonds. <br /> <br />On second reading, Council unanimously adopted the following ordinance amending <br /> <br />Section 10-75(c) of the City Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsvi1le, <br />Virginia, in regular session, that Section 10-75 of the Code <br />of the City of Martinsville, Virginia (1971, and as amended) <br />be and is hereby amended so that sub-paragraph (c) thereunder <br />shall read as follows: <br />
