<br />,'~ ( <br /> <br />TUESDAY <br /> <br />AUGUST 26, 1980 <br /> <br />No non-handicapped operator of a motor vehicle shall park <br />such vehicle in a parking space reserved for the handicapped <br />at privately-owned shopping centers and business offices unless <br />such motor vehicle is transporting a handicapped person and <br />bears or displays a valid special license plate, decal or <br />parking permit lawfully issued to or for use by the handicapped <br />person. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists <br />and that this ordinance amendment shall be effective on and after <br />August 26, 1980. <br /> <br />.- <br /> <br />Council unanimously placed on first reading a proposed ordinance which, if adopted, <br /> <br />would formalize the collecting of City real estate taxes in semi-annual installments, <br /> <br />initiated several years ago. <br /> <br />Council unanimously named Mayor Greene as its official voting representative, and <br /> <br />Vice Mayor Cole as alternate, at the 1980 Virginia Municipal League Conference scheduled <br /> <br />September 28th-30th in Arlington, Virginia. <br /> <br />Council also unanimously appointed Mrs. Mary N. Travis, of 209 Second Street, to <br /> <br />membership on the Board of Directors of The Piedmont Seniors of Virginia, Inc., <br /> <br />succeeding Mr. Curtis F. Bouldin, resigned, for a three-year term beginning September 1, <br /> <br />1980. <br /> <br />Concurring with City Manager Edmonds' suggestion, Council asked that an appropriate <br /> <br />resolution be prepared for Council's consideration at its forthcoming September 9th <br /> <br />meeting by which Council might request the Virginia Department of Highways & Transportation <br /> <br />to expedite the proposed reconstruction of Spruce Street southeastward from Prospect Hill <br /> <br />Drive as well as to allocate funds for segments, if not more, of the proposed extension <br /> <br />of Mulberry Road westward from Ellsworth Street. <br />
