<br />f--'" '~-) <br />('~"fH <br /> <br />TUESDAY <br /> <br />AUGUST 26, 1980 <br /> <br />of Mr. Greene's permit to Long Construction Company on May 22, 1973 and the transfer <br /> <br />of said permit to Poff Construction on September 12, 1978, no references were ever <br /> <br />made to the effect that any of the proposed units would be subsidized rental units <br /> <br />and, thus, no objections were registered by the residents of the area to the <br /> <br />mortgage-financing methods; otherwise, Mr. Compton indicated that objections would <br /> <br />have been registered and, furthermore, the former owner of the property would never <br /> <br />have sold the property had he known that it would be used as a subsidized apartment <br /> <br />complex. Supporting Mr. Compton's position in this matter, among other residents of <br /> <br />the area, was Mr. Abery J. Arrington. After some discussion, upon motion by <br /> <br />Councilman West, duly seconded, Council <br /> <br />unanimously denied Poff Construction's request that the City's Housing Assistance Plan <br /> <br />be amended and, also, (that) HUD he informed that petitioner's financing application <br /> <br />(to HUD) is inconsistent with the City's Housing Assistance Plan, as previously approved <br /> <br />by HUD. On this matter Mayor Greene issued the following prepared statement: <br /> <br />The City's Housing Assistance Plan contains the City's assessment <br />of housing conditions, housing assistance needs, realistic annual <br />goals to meet these needs, and the general locations of proposed <br />housing for census tracts. <br /> <br />According to Bob Duckworth, of the HUD Washington office, "A <br />Housing Assistance Plan gives local officials primary <br />responsibility for assessing local needs. All new federal <br />housing development must conform with the Housing Assistance <br />Plan. It is local government's tool to influence what HUD <br />does with individual housing projects." <br /> <br />Joe Aversano, HUD Program Director for Western Virginia, told <br />City Council that the Housing Assistance Plan is a local plan. <br />He said, "No local Housing Assistance Plan will be turned down <br />unless necessary information is lacking. HUD will not question <br />the community development priorities of any locality. . . .The <br />act is intended to put the responsibility for planning on <br />local government's shoulders." <br /> <br />When HUD receives an application from a private developer, as <br />in this case where HUD received an application from Mr. Poff, <br />the application is sent to the City with a letter stating, <br />
