<br />,'~ r" (I <br />,,<-J "- J <br /> <br />TUESDAY <br /> <br />AUGUST 26, 1980 <br /> <br />"" <br /> <br />"Your unit of government has the opportunity to object to our <br />approval of an application on the grounds that the application is <br />inconsistent with your Local Housing Assistance Plan as approved <br />by HUD." <br /> <br />HUD has spelled out certain review criteria to be considered by <br />the City Council, a copy of which can be found in the Federal <br />Register, October 30, 1978. <br /> <br />2. <br /> <br />of the criteria are: <br />The City can object if the project exceeds the <br />Housing Assistance Plan goals for that particular <br />housing unit; and, <br />The City can object if the project is proposed to <br />be located in an area other than provided in the <br />Housing Assistance Plan. <br /> <br />Two <br />1. <br /> <br />- <br /> <br />Mr. Poff is here tonight because his application for HUD <br />financing involves a project that falls short of both these <br />criteria: <br />(I) The City's current goals for assisted housing show <br />no new construction units in the coming year; and (2) the <br />area in which the project is proposed shows no plans for <br />an assisted project. The question then, is whether or not <br />Council is willing to amend its goals for Housing in order <br />to bring the Falcon Ridge Project in compliance with the <br />City's goals for Housing Assistance. <br /> <br />Last year Council amended its goals for Housing Assistance in <br />order to accommodate two projects: <br /> <br />(1) to correct a mistake made in the Housing Assistance <br />Plan for Existing Housing in that we had 136 units <br />and the plan showed only 100, and VHDA gave us the <br />opportunity to add 50, bringing the total to 186. <br />(2) to enable the 101 unit complex for the Elderly and <br />Handicapped to be built. <br />City Council was receptive to both of these projects because they <br />did not impact neighborhoods, did not affect the property values <br />of adjoining or abutting property, and were needed in the community. <br />In the case of the subsidized program for existing housing, Council's <br />previous experience with the program was that it accomplished both <br />the City's and HUD's objectives for assisted housing without <br />disrupting neighborhoods. In the case of the Elderly and Handicapped <br />Project, Council and the City staff had visited other communities and <br />had talked with local senior citizens, and realized that the project <br />was badly needed in the community. <br />
