Greene presiding, was held Tuesday, August 26, 1980, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held August 12, 1980. <br /> <br />By letter dated August 14, 1980, Poff Construction, Inc., of Christiansburg, Virginia, <br /> <br />informed Council that as holder of a special-use permit issued by Council on September 12, <br /> <br />1978, Poff Construction has developed plans to construct 152 "unsubsidized" rental units <br /> <br />in the Salmon Street-East Church Street area, to be known as Falcon Ridge Apartments, under <br /> <br />a HUD-guaranteed mortgage program. Poff Construction further reported that HUD has concluded <br /> <br />that it could not guarantee the full mortgage without including 31 "subsidized" units <br /> <br />within the total of 152 units and to do so would require an amendment by City Council <br /> <br />to the City's Housing Assistance Plan, which amendment--in said 1etter--Poff Construction <br /> <br />requested. Representing Poff Construction at this meeting were Mr. Ebb H. Williams, III, <br /> <br />,- <br /> <br />Attorney at Law, and Mr. N. Thomas Poff, both of whom, aware of problems associated with <br /> <br />certain other subsidized apartment housing in Martinsvi1le, presented testimony to assure <br /> <br />that the Falcon Ridge complex would be well managed and would cause no problems to the <br /> <br />City or to the neighborhood in which it is to be built. Mr. Harvey T. Compton, of 124 <br /> <br />Salmon Street, informed Council that over the years, beginning with the proceedings resulting <br /> <br />in the issuance by Council on October 12, 1972, of a special-use permit to Mr. Earle Greene <br /> <br />for an apartment complex at this same location, with the subsequent transfer and enlargement <br />
