<br />r (. <br /> <br />r.... <br /> <br />TUESDAY <br /> <br />AUGUST 12, 1980 <br /> <br />-- <br /> <br />recommendations, Council authorized the City administration to proceed with negotiations <br /> <br />with Mr. Price, in keeping with valuation appraisals recently received from two local <br /> <br />realtors, for the possible sale of the property to Mr. Price. <br /> <br />In response to Council's directive from its July 22nd meeting, City Manager Edmonds <br /> <br />presented a revised policy for the proposed housing rehabilitation program to be <br /> <br />financed by a grant of $600,000.00 from the U. S. Department of Housing and Urban <br /> <br />Development. A copy of this revised policy, which incorporates a grant-loan feature <br /> <br />as well as would extend the life of liens on properties of participating owners, is <br /> <br />hereby made a part of these minutes by addendum insert. After some discussion of the <br /> <br />program and proposed policy guidelines, Vice Mayor Cole moved for the acceptance by <br /> <br />Council of the revised policy for this program through his following prepared statement: <br /> <br />The original objective of this program was to improve certain <br />houses (rehabilitate, if you will) in the City which have <br />deteriorated and the owners do not have the money to repair <br />them. <br /> <br />I concluded that we had two courses of action: (I) - do nothing, <br />meaning stand by and let the houses continue to go down grade; <br />in other words, accept slums as a necessary part of Martinsvil1e; <br />or (2) - use the HUD money and make an effort to correct the <br />deterioration. <br /> <br />Those of us who subscribed to this course of action (i.e., to <br />use the HUD grant) recognized that it was a trial balloon, a <br />first-time thing, and that we did not know what the guidelines <br />would be. <br /> <br />Now that we have the guidelines in front of us, it is <br />decision-making time. For those who support the program's <br />objective, the problem is to decide between a short-term grant <br />program (and) or a longer-term grant-loan program. In <br />either case, success depends on the acceptance, by the owners <br />of the houses, of the guidelines we impose. <br /> <br />I am willing to accept the twelve-year grant/loan plan, provided <br />all of the expenses of the program are borne by the HUD funds <br />and, also, provided a complete status report is given to <br />Council one year from this time. On this basis, I move the <br />acceptance of the proposed policy for the Housing Rehabilitation <br />Program. <br />
