<br />n,) <br />f~.J f-..J <br /> <br />TUESDAY <br /> <br />AUGUST 12, 1980 <br /> <br />reading, as proposed by City Manager Edmonds, the following amendment to Section <br /> <br />10-75(c) of the City Code, which would be incorporated in the adopting ordinance: <br /> <br />No non-handicap operator of a motor vehicle shall park such <br />vehicle in a parking space reserved for the handicapped at <br />privately-owned shopping centers and business offices unless <br />such motor vehicle is transporting a handicapped person and <br />bears or displays a valid special license plate, decal or <br />parking permit lawfully issued to or for use by the <br />handicapped person. <br /> <br />Council deferred final consideration and/or action to its forthcoming August 26th <br /> <br />meeting on City Manager Edmonds' recommended revisions to the policies and procedures <br /> <br />governing the City's employee service award program, pending responses from the <br /> <br />several agencies and/or offices whose personnel are not under the jurisdiction of <br /> <br />the City Manager and which personnel might be excluded from the program. <br /> <br />By report dated July 18, 1980, in response to the Council's recent referral of an <br /> <br />inquiry from Mr. James P. Price, Jr., indicating Mr. Price's desire to enter into <br /> <br />negotiations with the City toward purchasing certain residual right-of-way along <br /> <br />Memorial Boulevard near or at its intersection with Winston Street, the Planning <br /> <br />Commission reported its reaffirmation of its subdivision policy and procedures <br /> <br />concerning the adding of abandoned small parcels and/or substandard lots to adjoining <br /> <br />privately-owned lots of record, similar to those policy requirements applicable to the <br /> <br />abandonment of street right-of-way to adjoining property owners; and, further, the <br /> <br />Commission recommended that the City not sell City property in a manner as would <br /> <br />create or maintain substandard lots, either in the technical sense under the <br /> <br />ordinances or in the practical sense from an economical use standpoint. The <br /> <br />Commission further indicated its opinion that the established fifteen-foot setback <br /> <br />line along Memorial Boulevard be maintained. In acceptance of this report and these <br />
