<br />B. Program Assistant <br /> <br />1. Notify property owners and tenants in the target areas <br />of the program through person&l and written contacts; <br />meet with citizen groups in the area to explain the program. <br /> <br />2. Assist Rehabilitation Specialist in advertising, soliciting, <br />and processing bids and proposals from contractors; answer <br />questions from contractors on the grant /loan provisions, <br /> <br />6. Meet with owners to prepare documents required for approval <br />of the application, including financial arrangements if cost <br />estimates exceed the allowed maximum, and obtain lien. <br /> <br />7. Process requests for partial payments from contractor, <br />based on certification by the Rehabilitation Specialist. <br /> <br />8. Maintain records and perform clerical duties. <br /> <br />C. Office Assistant <br /> <br />1. Perform general office duties including typing, filing, <br />answering telephone; and provide program information. <br /> <br />2. Accept applications and assist in completion of forms <br />in the absence of the Program Assistant. <br /> <br />3. Assist in verification of income and housing expenses. <br /> <br />4. Maintain records. <br /> <br />SECTION VII: CITIZEN PARTICIPATION <br /> <br />Citizen participation is an important aspect of the HRP. Citizens were involved <br />in the initial development of the City's Community Development Program in 1975, <br />in which substandard housing and blighted neig'hborhoocJs were identified as a <br />significant problem. In mid-1979, public hearine-s were held so that citizens <br />could discuss plans for the City to apply for Community Development Block <br />Grant (CDBG) funds to finance a housing' rehabilitation progTam, and a citizen's <br />committee later reviewed and publicly supported the City's grant pre-application. <br /> <br />-8- <br />
