<br />When the City was invited to submit a full application in early 1980, <br />meetings were held in the two target neighborhoods to explain to area <br />residents the purpose of the CDB G program and proposed use of the <br />funds. Their comments were later considered when the application was <br />prepared and City Council authorized its submission to DHUD. Citizens <br />were also involved in the development of the administrative procedures <br />for the HRP. <br /> <br />The primary focus of future citizen participation in the HRP shall be <br />the organization and operation of five-member neighborhood committees, <br />one in each of the two target areas in which the HRP is to operate. The <br />responsibilities of the committees shall include the following: sponsor <br />neighborhood meetings on the HRP and assist in making contacts with <br />residents and property owners; explain the HRP to residents and owners; <br />encourage neighborhood support for the HHP; assist in monitoring' rehabi- <br />litation work to make certain that residents are satisfied with work per- <br />formed; and generally assist the HH.P staff in related matters. <br /> <br />-9- <br />
