<br />SECTION VI: PROGRAM ADl\UNISTRATION <br /> <br />The HRP is to be administered jointly by the Housing Services Division of <br />the City Manager's Office and the Public Works Department. It will require <br />the addition of three persons, to be paid from fIRP funds and employed for <br />the duration of the program. A Rehabilitation Specialist is to be added to <br />the Inspections Division of Public Works and responsible to the Building & <br />Zoning Official. A ProgTam Assistant and an Office Assistant are to be <br />added as required to the Housing Services Division (formerly the 11ental <br />Assistance Program) of the City Manag'er's Office, and responsible to the <br />Housing Services Administrator. Salaries of certain other City personnel <br />also working on the program may be charged to the grant, based on actual <br />time spent on program administration and operation. <br /> <br />With regard to the Rehabilitation Specialist, aiL alternative approach will be <br />to engage someone to perform this function on a contractual basis. <br /> <br />The major duties of the HRP staff will include but not be limited to the <br />following: <br /> <br />A. Rehabilitation Specialist <br /> <br />1. Perform initial insiJection of unit for code violations <br />and determine structural and financial feasibility of <br />rehabilitation. <br /> <br />2. Prepare preliminary work write-up of specifications <br />for rehabilitation of each unit, providing unit and <br />total cost estimates, including a description of work <br />and materials needed to bring the unit up to minimum <br />standards and to eliminate all code deficiencies. <br /> <br />3. Review preliminary work write-up and cost estimate, <br />referring to Rehabilitation Standards for each item <br />included in the work write-up, and include plans or <br />drawings. <br /> <br />4. Prepare final work write-up and cost estimate, referring <br />to Rehabilitation Standards for each item included in the <br />work write-up, and include plans or drawings. <br /> <br />5. Obtain bids and proposals from approved registered <br />contractors, review bids, and recommend the one most <br />acceptable. <br /> <br />6. Review the terms of the construction contract with the <br />owner and contractor in pre-construction conference. <br /> <br />7. Inspect each phase of work, checking to insure that all <br />requirements are met in accordance with the specifications; <br />prepDre Certification of Pinal Inspection after performing <br />final inspection; obtain guarantees and warranties prior <br />to authorization of final payment; perform follow-up <br />inspections. <br /> <br />-7- <br />
