<br />A. Maintain a list of licensed registered contractors performing <br />or requesting to perform rehabiliation work under the HRP. <br />Determine whether they are in good standing with the Federal <br />Government and whether they are registered with the State. <br /> <br />B. Provide information, and interview and advise applicants on <br />the general benefits and conditions of the HRP. <br /> <br />C. Advise the applicant on the availability and other possibilities <br />for financinp,: rehabilitation. <br /> <br />D. Assist applicant with fUling out gra."1t/loan application forms. <br />The application shall include appropriate data on the applic[mt <br />and tenant (if applicable); assets; income; dependents; and <br />housing expenses. which may include mortgage payments, <br />property insurance, real estate. taxes, maintenance allowance, <br />heat and utilities, and water and sewer charges. <br /> <br />E. Determine initial eligibility from the application. Verify owner- <br />ship, income, and housin g' expense s, as appropriate, before <br />further processing. <br /> <br />F. Inspect the property for code violations, and prepare detailed <br />work write-up, including a cost estimate. If necessary, review <br />and adjust to bring within gTant /loan limitations. 1\1ake deter- <br />mination that items in the work write-up conform to purposes <br />for which a grant/loan can be made and the rehabilitation is <br />both financially and structurally feasible. <br /> <br />G. Consult with the owner with regard to selection of contractors <br />to be invited to bid, prepare construction contract and docu- <br />ments, and invite bids. following specified bid procedures. <br />Proceed with follow-up action after successful contract or <br />negotiation is attained. <br /> <br />H. Complete final grant /loan application form and obtain necessary <br />approvals. Send formal notification of grant /loan award to <br />owner. <br /> <br />I. Execute rehabilitation contract. Where the owner is required <br />to pay a portion of the improvement costs, H check must be <br />obtained from the owner for deposit in the HRP account before <br />the contractor is authorized to proceed. <br /> <br />J. Issue proceed order to contractor. <br /> <br />K. Inspect rehabilitation work as it progresses. Certificate( s) of <br />Partial Payment may be prepared after proper execution and <br />sig'ning of a Certificate of Inspection. Prog'ress payments may <br />not exceed 90% of the value of acceptable work in place. <br /> <br />L. Execute Certificate of Final Inspection prior to issuance of a <br />Certificate of Final Payment. <br /> <br />M. Perform follow-up inspections, as required. <br /> <br />-6- <br />
