<br />~~ <br />~ ~~ <br /> <br />TUESDAY <br /> <br />JULY 22, 1980 <br /> <br />before Council and presented this firm's report on its study of the City's water <br /> <br />pollution control (sewage treatment) plant and the need for expanding same, recommending <br /> <br />that the City proceed rapidly toward considering the enlarging of the plant to an interim <br /> <br />8mgd capacity and, eventually, perhaps to l2mgd capacity to accommodate increasing load <br /> <br />upon the plant. Council received the report for consideration. <br /> <br />Upon recommendation of Wiley & Wilson, Consulting Engineers, after their reviewing of <br /> <br />bids recently received for the proposed expansion of the City's water treatment plant, <br /> <br />Council unanimously accepted the bid of English Construction Company, Inc., Altavista, <br /> <br />Virginia, in the amount of $2,087,000.00, to expand said water treatment plant as a <br /> <br />phase of the ongoing UDAG water project program. <br /> <br />Mr. John J. A. Sanders, Sr., and his son, Mr. John J. A. Sanders, Jr., appeared before <br /> <br />Council with regard to the application of the City's electric tariffs to some of their <br /> <br />properties located within the City, this matter being similar to that about which <br /> <br />Mr. Sanders, Sr., appeared before Council on January 27, 1976, except that in recent <br /> <br />instances the Messrs. Sanders apparently have not elected one of the two options <br /> <br />available to them under these tariffs for metering and billing purposes or are contending <br /> <br />that some of their properties, used as apartments, are not subject thereto. After some <br /> <br />discussion, Council, reaffirming a prior action, declared that the terms and conditions <br /> <br />of the City's electric tariffs shall be adhered to by all customers receiving electric <br /> <br />service from the City. <br /> <br />Upon recommendation of City Manager Edmonds, as incorporated in his memorandum report <br /> <br />(entitled, "Proposed Increase in Water and Sewer Rates") hereinafter made a part of these <br />
