<br />," ..( <br /> <br />1< A;... <br /> <br />TUESDAY <br /> <br />JULY 22, 1980 <br /> <br />In addition, Council unanimously authorized the proceeding by the City toward developing <br /> <br />plans and specifications for the proposed ground-level clear water storage facility, of <br /> <br />1,000,000 gallons capacity, as well as the inviting of bids for this facility. <br /> <br />Mr. Jerry Altschull, representing the Downtown Merchants' Association, supported by <br /> <br />Mrs. Dorothy Lewis, operator of the Logos Book Store, appeared before Council and requested <br /> <br />Council's reconsideration of its action taken July 8, 1980, whereby DBA parking space <br /> <br />rental rates were increased from five dollars ($5.00) to ten dollars ($10.00) per month, <br /> <br />with Mr. Altschull contending not only that the DBA was not consulted by the CBD Commission <br /> <br />in developing the Commission's recommendations thereon but also that the increased rates <br /> <br />should be no higher than seven dollars and fifty cents ($7.50) per month, otherwise <br /> <br />numerous persons now renting such spaces will vacate them. A motion was introduced to <br /> <br />reconsider Council's July 8th action thereon; however, in the absence of a second, the <br /> <br />motion failed. <br /> <br />Dr. Ernest M. Jenne1le, of the firm of Dewberry, Nealon and Davis, Consulting Engineers, <br /> <br />presented to Council this firm's interim report on its investigation of odor problems at <br /> <br />the City's water pollution control (sewage treatment) plant. Supplementing this interim <br /> <br />report, Dr. Jennelle, illustrating by photographic slides, pointed out certain recommended <br /> <br />measures,some of which are already temporarily installed toward abating the odor problems <br /> <br />as well as more permanent measures the City should effect to ensure a proper functioning of <br /> <br />the plant. <br /> <br />Upon motion, duly seconded, Council unanimously authorized such expenditures <br /> <br />as may be necessary to carry out Dr. Jennelle's recommendations. <br /> <br />Messrs.
