I l ,) , ' :""1...1 TUESDAY JULY 22, 1980 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, July 22, 1980, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. After the invocation, Council approved--as recorded--the minutes of its regular meeting held July 8, 1980, subject to the correcting thereof in the matter (I) of the CBD Commission's recommendation that City-operated downtown parking space rental rates be increased, in which vote thereon Mayor Greene abstained and, also, in the matter (2) regarding Connecticut General Life Insurance Company's rate increase demand for the City's employee group insurance coverage and the motion to accept the City's insurance consultant's proposal thereon. Mayor Greene voted against the motion. Pursuant to duly-published notice, Council reconvened and/or resumed its public hearing conducted June 24, 1980, on the City's application for a Special-Use Permit to allow for the construction by the City of a ground-level clear water storage facility on one of three proposed sites located along the highest elevation of a ridge approximately four hundred feet north of Commonwealth Boulevard and extending from a point east of Fairy Street to a point west of Morgan Street. Upon motion, duly seconded and unanimously carried, Council approved the requested Special-Use Permit for the site identified heretofore as "Site No.2" and the enlargement thereof, as proposed by City Manager Edmonds. Council also unanimously authorized proceedings toward acquiring said "Site No.2" and two adjoining properties, for which the Special-Use Permit was granted.
