<br />I l ,) <br />, ' <br />:""1...1 <br /> <br />TUESDAY <br /> <br />JULY 22, 1980 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, July 22, 1980, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held July 8, 1980, subject to the correcting thereof in the matter (I) of the <br /> <br />CBD Commission's recommendation that City-operated downtown parking space rental rates <br /> <br />be increased, in which vote thereon Mayor Greene abstained and, also, in the matter (2) <br /> <br />regarding Connecticut General Life Insurance Company's rate increase demand for the City's <br /> <br />employee group insurance coverage and the motion to accept the City's insurance consultant's <br /> <br />proposal thereon. Mayor Greene voted against the motion. <br /> <br />Pursuant to duly-published notice, Council reconvened and/or resumed its public hearing <br /> <br />conducted June 24, 1980, on the City's application for a Special-Use Permit to allow for <br /> <br />the construction by the City of a ground-level clear water storage facility on one of <br /> <br />three proposed sites located along the highest elevation of a ridge approximately four <br /> <br />hundred feet north of Commonwealth Boulevard and extending from a point east of Fairy <br /> <br />Street to a point west of Morgan Street. Upon motion, duly seconded and unanimously <br /> <br />carried, Council approved the requested Special-Use Permit for the site identified <br /> <br />heretofore as "Site No.2" and the enlargement thereof, as proposed by City Manager <br /> <br />Edmonds. Council also unanimously authorized proceedings toward acquiring said <br /> <br />"Site No.2" and two adjoining properties, for which the Special-Use Permit was granted. <br />
