<br />-, 4; f <br />,. - ,) <br /> <br />TUESDAY <br /> <br />JULY 22, 1980 <br /> <br />BE IT FURTHER ORDAINED that an emergency exists and that this <br />ordinance shall be effective on and after August 1, 1980. <br /> <br />After reviewing a statement of the proposed administrative procedures for a housing <br /> <br />rehabilitation program within the City and for which financing through grant funds <br /> <br />have been assured by the U. S. Department of Housing and Urban Development (in the <br /> <br />amount of $600,000.00), which proposed administrative procedures contemplate outright <br /> <br />grants to the some forty homeowners who might participate, as concurred in by a <br /> <br />local citizens advisory group, Council directed that said proposed procedures be so <br /> <br />revised as to incorporate provisions whereby homeowners participating in the program <br /> <br />might be obligated, on a loan basis, to pay back to the City such amounts as may be <br /> <br />expended toward rehabilitating their properties and, also, where there might be an <br /> <br />outright grant, the "forgiveness" feature proposed might be extended for a longer <br /> <br />period than suggested, for Council's further consideration. <br /> <br />Council unanimously authorized the filing of applications for the following <br /> <br />"Highway Safety Project" grants with the Virginia Department of Transportation <br /> <br />Safety: <br /> <br />(1) a grant of $1,050.00 (with the City's share of like amount <br />budgeted for 1980-81) for the purchase of emergency-rescue <br />extraction equipment; <br />(2) a grant of $870.00 (with the City's share of like amount <br />budgeted for 1980-81) for the purchase of five intoximeters <br />(and replacement mouthpieces) for use by the Police Department; <br />(3) a grant of $7,728.00 (with the City's cash share and certain <br />in-kind expenditures not specifically budgeted for 1980-81) <br />for the purchase and installation of 250 uniform street-name <br />signs; and <br />(4) a grant of $15,200.00 (with the City's share of like amount <br />being available from a 1980-81 appropriation within the Police <br />Department's budget) for the purchase of twenty (20) hand-held <br />radios, with carrying cases, plus five spare batteries and <br />two cabinet-style battery chargers. <br />
