, c () $ lJ . TUESDAY MAY 27, 1980 and sewer funds, with Council requesting Mr. Brown and his staff to review these tariffs and present recommended adjustments thereto to Council. Upon motion, duly seconded and unanimously carried, Council called for a duly-advertised public hearing to be conducted by Council, at its forthcoming June 10th meeting, on the proposed 1980-81 City Budget, as revised. Council acknowledged receipt of a certified copy of the Abstract of Votes cast in the councilmanic election held May 6, 1980, for three seats on Council, which abstract set forth the following: Names of Candidates Henry C. Reed L. D. Oakes Francis T. West Joseph E. Finley Votes Received 2,969 2,679 2,359 2,024 Accordingly, as certified, Messrs. Reed, Oakes, and West were duly elected as members of Council for four-year terms beginning July 1, 1980. Upon motion, duly seconded and unanimously carried, Council authorized the leasing of the soon-to-be-discontinued Day Care Center facility, located at 4th & D Streets, now owned by the City School Board but in the process of being deeded to the City of Martinsville, to the W. C. Ham Learning Center and to the Patrick Henry Mental Health Center, beginning July 1, 1980, at an annual rental of $1,800.00 per year for the first year, it being indicated to Council by Mr. Lambert Wood, Director of the Chapter Ten agency, that--although the property has a much higher rental value--the proposed tenants can not afford more than the amount set for the first year. Upon recommendation of City Manager Noland and Mr. Robert I. Corekin, Electric Department Director, Council unanimously accepted the bid of $96,000.00 submitted
