Meanwhile,

Mrs. Pat Dameron, on behalf of herself and many other citizens, presented petitions

supported by the following statement:

The petitions which we present to you are the result of efforts by
teachers and interested parents to show support for the economic
needs of our teachers and for the budget as presented to City
Council by the (City) School Board. The petitions are incomplete
because of the newspaper report which stated that City Council has
approved the budget as presented by the School Board by a vote of
"5 - 0". The approval of the budget indicates the concern that
the Council has for the educational needs of the children of
Martinsville, and underwrites their faith in the sound judgment
of our School Board. As a parent of two children in City schools,
I sincerely thank you and hope that this will be a trend for
future school budgets in our city. At a time when there is so
much dissension in neighboring areas concerning school budgets,
it is gratifying to see Martinsville set a good example for others to
follow.

Council also discussed the memorandrnn report, dated May 22, 1980, prepared by

Assistant City Manager-Public Works Director George W. Brown, citing capital needs

of both the City's water and sewer utility systems as well as the need to adjust

water and sewer tariffs in the immediate future to prevent deficits in the water
