To consider this matter further, Council convened <br /> <br />into an Executive Session (by motion, duly seconded and unanimously carried by <br /> <br />recorded vote and pursuant to Section 2.1-344.1 of the CODE OF VIRGINIA, 1950, <br /> <br />and as amended). Following this session, Council reconvened into regular session <br /> <br />and announced that, by mutual agreement and "barring" unforeseen circumstances, <br /> <br />the Director of Finance-Clerk of Council would continue his employment with the <br /> <br />City for the next full fiscal year. <br /> <br />Council was informed that notices have just been received from the State <br /> <br />Compensation Board of that agency's actions on the 1980-81 budget requests of <br /> <br />the City's several "constitutional" officers, which actions reflect a dis-allowance <br /> <br />of certain items of expenses which would adversely affect the City's 1980-81 budget. <br /> <br />Upon motion, duly seconded and unanimously carried, the Clerk of Council was <br /> <br />authorized and directed to request (in writing) the Compensation Board's reconsideration <br /> <br />thereof, particularly in view of the Board's apparent deletion of certain expense <br /> <br />items it has heretofore approved for state cost-participation. <br /> <br />During the course of this meeting, Council discussed many "line-item" budget requests <br /> <br />as well as explored ways and means by which the present level of City services can <br /> <br />be maintained at less cost or at no increased cost to the taxpayers. Meanwhile, <br /> <br />Council concurred with Councilman West's suggestion that in-coming City Manager <br /> <br />Don Edmonds. at an appropriate time, provide Council with a report analyzing and/or <br /> <br />summarizing the activities and funding sources of the several "satellite" agencies <br /> <br />(such as the Anchor Houses, the VPI Extension Service, the Senior Citizens program, <br /> <br />FOCUS, etc.) currently being financially supported in part by the City. <br />
