<br />". -~ ,,"," <br /> <br />"t, ~ <br /> <br />THURSDAY <br /> <br />MAY 22. 1980 <br /> <br />A special meeting of the Council of the City of Martinsville, Virginia, as <br /> <br />scheduled and called for by Council's action in regular meeting of May 13, 1980, <br /> <br />was held Thursday, May 22, 1980, in the Council Chamber, City Hall, beginning <br /> <br />at 12:30 P.M., for the purpose of considering City Manager Noland's proposed City <br /> <br />Budget for the City's fiscal year beginning July 1, 1980. All members of Council <br /> <br />were present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. Also present was Mr. Henry C. <br /> <br />Reed, Councilman-elect. <br /> <br />After the invocation and opening comments by City Manager Noland, Council reviewed <br /> <br />a written statement prepared by Councilman Greene on the proposed 1980-81 budget, <br /> <br />suggesting certain adjustments thereto, amounting to $181,028.00 which, with additional <br /> <br />revisions made during the discussion thereof, would require further adjustments of only <br /> <br />approximately $100,000.00 to achieve an acceptable end-of-year surplus margin without <br /> <br />increasing local taxes. In addition, Mr. Greene's statement included a comparative <br /> <br />analysis of the City's budgets for the past several years as well as a discussion of <br /> <br />long-term objectives. In general, while holding in abeyance one or two specific <br /> <br />adjustments proposed by Mr. Greene, Council concurred with his approach and total <br /> <br />findings and directed City Manager Noland to recommend further adjustments, for <br /> <br />presentation at Council's forthcoming next regular meeting, in the approximate amount <br /> <br />of $100,000.00 and still retain the City's current tax rates. <br /> <br />One adjustment included in Mr. Greene's statement pertained to the proposed budget <br /> <br />for the City's Director of Finance & Clerk of Council, W. H. Yeaman, wherein there was <br /> <br />provided funds for a replacement for the Director of Finance in anticipation of his <br />
